Writing Effective FDA Technical Documents: Principles for Approval-Ready Submissions

Clear, precise, and scientifically robust technical writing is the foundation of successful FDA submissions. 1. Begin with the Reviewer in Mind
FDA reviewers receive hundreds of pages daily. Write for a knowledgeable but time-constrained expert. Use the “BLUF” (Bottom Line Up Front) approach: state conclusions first, then supporting data. Every section must answer: “What did we do? What did we find? What does it mean for safety and efficacy?”
 
2. Structure with ICH/FDA Templates
Follow established formats exactly:
  • CTD/eCTD Modules 2.3, 2.5, 2.6, 2.7 (drugs/biologics)
  • 510(k) Traditional/Abbreviated or PMA Module structure (devices) Use prescribed headings, numbering, and table of contents. Deviations confuse reviewers and slow navigation.
3. Write Concise, Active-Voice Sentences
Replace passive, verbose phrasing: Weak: “It was observed by the investigators that…” Strong: “Investigators observed…”
Limit sentences to ≤25 words when possible. Eliminate redundancy (“future plans going forward”) and jargon unless universally accepted.
 
4. Present Data Before Interpretation
Tables and figures must stand alone. Include informative titles, comprehensive footnotes, and units on every axis. Never force reviewers to hunt for source data. Reference every table/figure in the text within one page of its appearance.
 
5. Maintain Scientific Objectivity and Consistency
Avoid promotional language (“breakthrough,” “revolutionary”). Use precise regulatory terms: “substantial evidence of effectiveness,” “reasonable assurance of safety,” or “analytical similarity.” Define acronyms at first use and maintain consistent terminology throughout (e.g., do not alternate between “test article” and “investigational product”).
 
6. Master Risk-Based Storytelling
Frame discussions around benefit-risk. Explicitly link nonclinical, clinical, and CMC data to patient safety and labeling claims. Use integrated summaries (Module 2.5 and 2.7.3) to tell a cohesive story rather than isolated study reports.
 
7. Implement Rigorous Quality Control
Follow a documented SOP for authoring, review, and QC. Perform fact-checking against source data, verify all hyperlinks in eCTD, and use eCTD publishing tools to eliminate formatting errors before submission.
